Environment and Land Tribunals Ontario’s (ELTO) constituent tribunals resolve appeals, applications and other disputes related to land use planning, environmental and heritage protection, property assessment, land valuation and other matters.
The six tribunals that comprise ELTO are the:
ELTO is governed by the Adjudicative Tribunals Accountability, Governance and Appointments Act, 2009.
ELTO is committed to the active offer of French language services in accordance with the French Language Services Act (the “FLSA”) and to providing quality services in French to the public. Under the FLSA, ELTO is required to communicate and provide its services in French across the province.
ELTO is committed to providing French language services that are visible, accessible, publicized and of equivalent quality to services offered in English in accordance with OPS guidelines. This includes front line services, information and documents for the public including publications, forms, notices, rules, practice directions, policies, correspondence, as well as the initiation of communication with French-speaking clients. ELTO will inform parties of their right to services in French.
For hearings and mediations, bilingual Members and/or interpreters will be assigned as follows:
Written requests for the proceeding to be conducted wholly or partly in French, and/or for a French-English interpreter, must be made to a constituent tribunal as soon as possible and no later than 25 days before the hearing. All reasonable and necessary steps will be taken to ensure that bilingual and French language proceedings are scheduled within equivalent timeframes as other proceedings.
The constituent tribunals will not translate hearing documents, including written submissions or evidence, provided by a person, but may order that the documents be translated if it considers it necessary for the fair determination of the matter.
Written reasons and decisions for hearings conducted wholly or partly in French will be issued in English and French.
