Environment and Land Tribunals Ontario (ELTO) is pleased to welcome five new members: Paula Boutis, Thomas Hodgins and Scott Tousaw to the Ontario Municipal Board (OMB), and Warren Morris and Graham Rempe to the Environmental Review Tribunal (ERT).
Paula Boutis, OMB, Full-Time
Paula Boutis has been a well-known Toronto-based environmental lawyer for nearly 20 years, working with numerous administrative tribunals in Ontario, including the OMB and the ERT. Ms. Boutis has practised with a number of firms specializing in environmental issues, including Sierra Legal and Siskinds LLP. She has also practised with the Dianne Saxe Professional Corporation, established by Dianne Saxe, the current Environmental Commissioner of Ontario.
Thomas Hodgins, OMB, Full-Time
Thomas Hodgins has over 30 years of experience in the municipal sector, and was the Commissioner of Development Services for the City of Oshawa from 2006 to 2015. Mr. Hodgins holds two degrees from the University of Waterloo: an Honours Bachelor of Environmental Studies and a Master of Arts (Regional Planning and Resource Development). He also has memberships in the Ontario Professional Planners Institute (OPPI) and the Canadian Institute of Planners.
Scott Tousaw, OMB, Full-Time
Scott Tousaw worked with Huron County for 28 years, and served as Director of Planning and Development from 2003 until 2017. Mr. Tousaw holds two degrees from the University of Waterloo: a Bachelor of Environmental Studies and a Master’s Degree in Geography. Mr. Tousaw is also a Registered Professional Planner and recently completed his term as a member of OPPI Council. He has been a sessional instructor in Planning at the University of Guelph, delivered lectures at the University of Waterloo and is a regular contributor to the annual conference of the Rural Ontario Municipal Association.
Warren Morris, ERT, Part-Time
Warren Morris is a mediator, arbitrator and adjudicator, and has been appointed to the ERT to assist primarily with mediation. Mr. Morris is currently a member of the Assessment Review Board, where he adjudicates and mediates property assessment appeals involving properties ranging from multi-unit residential apartments to large commercial buildings. An expert in commercial and workplace mediation, Warren has successfully mediated a myriad of complex matters, ranging from multi-party financial reorganizations to sensitive workplace and estate disputes. He has previously taught as a Dispute Resolution Educator for the York University Advanced Certificate in Dispute Resolution program, and for the Stitt Feld Handy’s Alternative Dispute Resolution Workshops, under the University of Windsor’s Faculty of Law.
Graham Rempe, ERT, Part-Time
Graham Rempe is recently retired as a solicitor with the Legal Services Division of the City of Toronto. Mr. Rempe practises environmental and municipal law, and has been certified as a specialist in Environmental Law by the Law Society of Upper Canada since 1997. Mr. Rempe was formerly in-house counsel to the Environmental Compensation Corporation. He is a former Canadian Environmental Law Association President, former chair of the Toronto Association of Legal Clinics and former co-chair of the Association of Community Legal Clinics of Ontario.
